I think a keychain or a portable drive that boots from USB would be the best way. As far as public terminals is concerned, I'm not sure if they allow booting from anything else except their own drive. If it were me supplying them, I'd disable everything I could get away with, just for security. Don't forget anyone booting from USB could completely kill the entire system, and read everything on it.
