Apparently, this whole thing is a petition to aid in competitive purchasing/licensing of spectrum.
It appears that Google does not want the main monopolies (carriers) such as Verizon and AT&T wireless to purchase all this newly available spectrum, just because they have the most cash. Sounds like a good idea.
