My gut feeling they feel they have to do that. In all my years of administrating the DirectAdmin forum: (http://www.directadmin.com/forum/) I've never issued any infractions. I just delete stuff wholesale, and ban people. But as many members and posts as we have, we probably have significantly less than Ubuntu does.
