i certainly can't speak for the original designers, but i'd say aesthetics, mostly. putting bin before the arch type allows you to simply have fewer things in your home directory, which makes looking around easier. you can't really do that in the root. well, you could, binding, for example, /bin/386 over /bin, but it'd be a lot uglier; best to start with the empty /bin.
