I was hoping to add the experimental history and take care of a few
details before releasing the code, but with IWP9 coming up soon I doubt
that I will be able to make those additions and wanted to make it
available before IWP9.
The basics are are all functional: basic plans, lazy_plans, dump on
fatal exit, ok, not_on, with the ability of marking both individual and
blocks of tests as todo or skiped. Experimental extensions include
adding a NAME'ed test field to the TAP output, and the ability to
reparse concatenated TAP streams.
