In case anyone else runs into the same problem, I worked around it by changing 
scrsleep() in acme/scrl.c to ignore mouse events which don't change the mouse 
buttons.  This has the (IMO desirable) side-effect of avoiding extra scrolling 
if you wiggle the mouse a bit while clicking.
