It depends on what you regard as efficient. I started in 2004 with a cast-off video server from work with spinning discs, that consumed about 400W (electricity was cheaper back then), I then replaced it with a dual atom server with SSDs which consumed 28W. For the last 6-7 years my plan9 server has been a Pi4 which consumes 2.5W. If I ever got the time to tweak the configuration and build another kernel, I do have a Pi3 somwhere which could probably reduce that by another watt.
