The scary part is how little OS you wind up needing; really just enough of a base to support local document caching (which will be sold as "files on your machine" but are really a cache), and to run AJAX. I'm betting you can embed Opera or Firefox on a relatively small machine with these kinds of constraints, without even needing to re-use GNU/Linux.
