this is perfectly normal. there's a ladder to climb in all open source projects and nobody starts at the top. if you go to theo and tell him "i want to help", you'll most likely be delegated to the ports tree until you prove you're worthy.
i don't think ron was referring to anybody in specific and i don't believe he has seen the TODO list either. the rift you assume exists between plan9 developers is largely in your imagination and there have been solutions proposed for removing this imaginary barrier, mostly, just ask! crying "you didn't see my web page, how dare you!" instead of simply pointing towards it is not one of them.
