What do you mean by "others are doing"? I don't know about the GNUStep general development, but a bit about Windowmaker's - there isn't more than a message a month in their mailing lists, and I think they aren't many people. A recent post in their lists claimed "We used to have time when we was at university...", explaining how difficult is for the Windowmaker's developers keep on programming.
Maybe I'm wrong? I don't know about the out-of-the-mailing-lists work.
