Is "Use Firefox instead" a solution to this? It's certainly a workaround. Firefox has it's own built-in popup blocker that you can easily bypass. It doesn't support third-party products so that would work around that. Doesn't Spybot also have a popup blocker when you enable the realtime settings protection? (I'm not sure) Use SHIFT to supress popup blocking in Firefox. Use CTRL to supress popup blocking in IE. Another possibility is to check your JavaScript settings. You may have JavaScript disabled, or the secutiry settings too high for the Internet Zone. You can also reinstall Java, or use Sun Java from http://www.java.com.
