If you get brief fan activity, like 1/16 of a turn then it stops, and
the power LED on the mainboard is lit.
1. Check for short circuits such as imporperly placed cables, metal,
faulty or damaged cables or devices.
Disconnect all external drive except the monitor and keyboard and try
again.
If that doesn't work:
2. Replace the power supply.
