Great info! I will definitely try this. It is amazing how we can fool the
computer and we thought that they are smarter than us. I run into issues too
where I can fool the computer as well and things work out. Anything is worth
a shot.

Thanks,
Cindy

Assuming that you don't have any sort of mechanical or
hardware problem, the good news is that I have exactly the
same problem (3 times now) each time I reload the XP OS on
my present system (originally Win98). My problem, I think,
is that my ancient modem isn't recognized by XP. Be that
as it may, with a lot of fiddling around, I always get it
to work. I can't give you 'exactly' step by step, but if
you still haven't got it working, I think this might get
you on the right track to success.
    1) First you have to get the computer to show that you
have a modem when you go to Device Manager. You do that
with the Install New Hardware feature, but since it won't
automatically detect your modem, you have to pick the
manual feature where you can specifically tell it that it
is a modem you are installing, and later there is a list
that asks about the modem, whether it's a 56K, 128K, or
whatever, and after you do all that, it will then show that
you have a modem when you go into device manager, but if
it's like my system, it still won't work.
    2) Now you go into Device Manager. One way is to right
click on Start, choose Explore, right click on My Computer,
click Properties, click Hardware, and then device Manager.
Then find your modem in Device Manager, right click on it
and choose Update Driver. Again you can't do it automatically.
You have to manually work your way through until you click
on some option that brings up a list of actual brand name
modems. Yours hopefully will be in there and you can click
on it and everything will work when you are finished with
  the steps.
In my case it wasn't listed and so what I did was pick the
Archtek modem that was listed, even though it wasn't the same
model as mine. As I proceed, it always reaches a point where
this big warning comes up indicating that the computer must be
wise to my deception, and giving a strong warning that bad
things are likely to happen if I continue, but I proceed anyway.
And sure enough, the computer freaks out and soon totally
locks up. Once I power off and back on again, I get another
long message saying something really bad has happenened and
wanting me to allow the computer to send a report to Microsoft,
which of course I can't do because I haven't had a chance to
enter any of the dial-up info for my ISP yet. But, when I do,
the modem works like a charm, and even gets online MUCH faster
than when I'm using 98. I told my computer teacher first time
it happened, and she thought it was great. I guess in her book
  anything that works is acceptable.
