The error you described is a very common application crash in Windows 98. Often it leads to further system instability, such as what you described, until the system is rebooted. The application at that time was probably WebShots. It could be that Webshots was refreshing the desktop wallpaper while another application was working with memory used by the desktop or video buffer. Windows 98 doesn't protect memory spaces like Windows XP does, so such crashes can occurr.
