Open the Registry Editor (REGEDIT)
Go to:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer
In the right hand pane, check for a key called "EnableAutoTray"
If it's missing, create a new DWORD key and call it "EnableAutoTray",
set the value to "1" by double-clicking it.
Log off and log back on or reboot the computer for the changes to take
effect.

If this doesn't correct the problem, obtain the Microsoft TweakUI tool
for Windows XP from the Download section on microsoft.com.
Install TweakUI then go to [Taskbar and Start menu] and check [x] Show
Taskbar Notification Icons.

NOTE: This should be a per user setting, unless the .DEFAULT profile
has been affected which would cause the setting to migrate to new user
accounts.
