Since all new computers are coming with Windows XP, what you really
need to know is if that equipment is compatible with Windows XP.
If it is it will work in the new Dell computer.
As for you VHS camera, all you need is a video input card added to the
order or you can install it later.
Look at something like the ATI TV Wonder being added on.  This will
provide Coaxial, Analogue RCA-style connectors, and S-Video connectors
that will be compatible with your camera, as it is not a digital
camcorder.  
(For digitial camcorders, you'll need either Firewire, or USB 2.0
depending on the camera.  USB 2.0 is now found on pretty much all new
computers.)
As for Windows XP Compatibility:
The Deskjet 3500 series is compatbile (it's a current line)
The Scanjet 4100C is also compatible.

NOTE: The Scanjet 4100C may not need to have drivers installed to work
as Windows XP may support it natively.
