Let's see what you're troubleshooted out of the equation:
-PSU
-CPU installation
-Overheating
-Memory
-Electrical circuit/Low AC voltage (try another circuit)

The only thing left is the systemboard.
It's possible that there's a bad component on the systemboard that is
overheating or making intermittent contact.
Try another systemboard or check all component's temperatures.
Note the CPU temperature in the BIOS.  Check the GPU temperature on
the video card or try another video card or PCI video card.
