This is true for Windows XP, but Windows 98 is more limited on what
Setup will do for you.

In this case it looks like she's trying to use Windows 98 OEM.  OEM
versions will not upgrade a previous version of Windows, and this
applies to Windows XP as well.

In addition, in Windows 98 if you purchased Windows 98 Full Retail, it
also won't upgrade an old installation.  In this respect, Windows XP
now will let you do that.
