If you had OE open when the power failed it's likely that the problme
is related to a corrupted DBX file. (E-Mail database)
Try moving your DBX files out of the OE stores folder for your account
and see if OE will open. Then return the files (overwriting the
defaults) on each try until you isolate the DBX file that is causing
the problem.
To find your OE stores folder look in:
C:\Documents and Settings\%USERNAME%\Local Settings\Application
Data\Identities\{ABC123...}\Microsoft\Outlook Express
