Check to see if the Fan on the power supply is spinning and blowing lots of air.
I vote it's a power supply issue. If you can't feel the air on your hand, then you need to replace the power supply. I happened to have run into a very similar issue this morning at work. The computer would somtimes start to 'load personal settings' then next time it restarted, it would only POST then reboot to POST again.. . I checked the fan, which was barely spinning, replaced it and it's fine now!
