Whew, OK Barb, we haven't tried this yet so bare with me. Sounds like the Power 
surge knocked out one of your Service Packs SP1 or SP2. You can get these 
replaced at http://v4.windowsupdate.microsoft.com/en/default.asp In the middle 
of the page it will say "Scan for Updates." You can choose to scan. Furthermore 
I have these. Here is a free download for Outlook Express
