I'd say that the place to start may be to check what the Bios setup is
showing, If you can get to the bios that will probably rule out the power
supply, that and the fact that you got a HP logo, If you get the same
ressponse with a boot disk, and two mother boards that is very strange. The
boot screen comes from the mother board. A boot floppy generally bypasses
the mother board and installs a dos shell and not much else.
Did you get any messages of any kind? What I would do is to boot with the
floppy and describe any messages other than from the floppy. Create a log of
every boot setup that you try, with a heading that names which boot option
you are doing, Such as Motherboard #1 [or some label] with floppy. Again to
the hard drive. And again with the other mother board, floppy then hard
drive.
For anyone to help they need to know exactly what happens with each step you
perform.
