1) Check for power supply low voltage or overload.  Make sure the PSU
meets the minimum wattage requirements for that CPU / Mainboard
combination.  Make sure testing power supply meets HP specs, if the
system utilizes a proprietary extra connector, your testing PSU may
need to be the same HP part number.
2) Check signal cable on monitor for intermittent connection or swap
monitor.  Check brightness/constrast adjustments; monitor may also
have a setting for input voltage: check!
3) Swap VGA card if applicable.
4) Check for grouding on systemboard.  If there is an incorrect ground
or short it may cause voltage loss across the VGA output.
