It sounds like Windows XP Setup is crashing during installation and then restarting.
This is probably a hardware problem. This may explain why the system was so unstable before. Windows XP is a very stable OS, if it's rebooting it's usually for a good reson. Possible explanations: Failing systemboard / motherboard. Faulty video card. Power supply fan not working.
