Not true, the IDE and ATAPI specifications specify that the master and slave be position in this fashion. Some IDE devices, CD-ROMs especially, may not tolerate and out of spec installation. Not all systems require the cable select cable anymore but this caries by vendor. A cable selct cable has one wire cut after the first connector.
