Your response seems to be saying that MS "called home"
to verify you had Win98se.  If so, that is not the
case. The only difference between a full instln cd and
an upgrade cd is a built in routine that does the
checking to assure you qualify for the upgrade.  Don't
believe calling home gets into the act.

Note:  Re XP calling home--I have installed XP-AntiSpy
that lets me selectively block the various efforts of
XP to call home.  Haven't figured out a way to verify
that XP is not able to call home, but it gives me a
warm-fuzzy.
