Yes, some of the pages are chached in RAM and some on the disk. But, the area of RAM used for this purpose is all stored within the web browers RAM space. When you close the browser this RAM is freed up. Restarting is not required.
The disk cache is automatically adjusted by the age of the content. Newer content pushes out older content. The entire concept is to speed-up web browsing by keeping copies of the last used and most used webpages in the computer instead of requesting the same content over and over.
