The FDISK program shipped with Windows 98 has a 64 GB partition
limitation.

Format.com displays sizing incorrectly:
http://support.microsoft.com/default.aspx?scid=kb;en-us;263045

IDE error should still indicate a BIOS not correctly finding the disk
or some other hardware problem like a bad IDE cable or drive.
