The paging file didn't transition correctly during the upgrade.

Delete the paging file: set it to zero MB, reboot, then reset the
values back.  Make sure you use at least the recommended.

If you can't clear the paging file this way, use the recovery console
to delete pagefile.sys from C:\.  Don't forget to use the exit command
to quite the recovery console.
