The power system in a notebook computer is much more complex than a desktop. Similarily, the troubleshooting steps in a notebook are more complex. The power system in a notebook consists of the battery, the external power adapter, the DC-DC board or charging board, VRM, power distribution array, and display panel HV board (a power component).
In this case you should first try a full reset. Remove the power adapter and remove the battery. Leave the unit for aobut 30 seconds to discharge. You may also do the manufacturer's described full-reset procedure. (For hp and compaq, this is holding the power button down for 60 to 90 seconds.) Reconnect only the external power adapter and turn on the notebook. The unit should now power up. Install the battery. Watch the charging lamps. If they do not light you may have a faulty battery or a the charging board is burned out. There are a few more procedures you can do with the battery and power states to do further troubleshooting of the battery or adapter or charging board faults.
