Ah,
The recovery console is primarily started from the Windows XP Install
disc.  You can also install it to run from the hard drive by
installing it.  This is installed by running "winnt32.exe /cmdcons"
from the i386 folder on the CD.

This console is usually used when the system is completely unbootable.
 I usually use it to restore the registry or run CHKDSK when the
volume is too corrupted to mount, or the correct boot file problems. 
There are a few other uses as well.  The console has only limited
system access and only supports certain commands.
