If un-installation does not work in the standard modes, before anything else is done adware removal tools and virus scan should be done before anything else is tried. Locating the application and disabling it by deleting it's files will usually work but that still leaves the registry entry and maybe other pieces in the system. Some programs when the files are deleted will open a window each time you reboot that says "the program is trying to open but can't find the files". Might be hard to get rid of. Scanning the registry and deleting all references to the application is necessary and finding any area where the program was shown to start on boot and removing them might be necessary. Running a registry cleaner might remove some left over clutter. Most of these troublesome programs are not too sophisticated and will go away with deleting their files but clutter will be left behind. Hope this helps.
