Windows can get caught in a LOOP, going around and around looking for something it can't find until it finally kicks itself out and carries on. Have you done a "Clean re-install". If you do that and you still have "slow" then you probably have a technical problem. I have an old laptop that takes 3 minutes to boot up and runs fine after that. Who knows?
