While you are on your inbox, go to TOOLS => OPTIONS => SECURITY
=> Take the check mark out of 'Do not allow attachments to be saved or
opened that could potentially be a virus.

  I am running Windows 2000 on a Dell Optiplex GX150.  Every time I
  receive an e-mail with an attachment I cannot open it.  I get the
  message:  OE removed access to the following unsafe attachments in your
  e-mail and then lists the name.  Is there a setting somewhere that is
  causing this that I can change so I can at least open the ones I need
  to.  I receive attachments in PDF that I really need the ability to
  open.

  Any help appreciated.
