Hi:
Drivers  are the connecting software between an item of hardware such  as a 
mouse and the operating system.  Windows comes with basic drivers that  will 
allow a mouse or a touchpad to work with basic functions.  If you go  into 
"Control Panel" and click "Mouse" you will find basic settings to adjust a  
mouse.  
In those settings I cannot see an option to turn off a mouse or  touchpad.
 
Laptops will come with enhanced Touchpad drivers that allow you to have  more 
options.  Those are OEM drivers and can be located in the recovery set  that 
came with the laptop.  When you have these OEM drivers installed, and  you 
click on "Mouse" you will find a number of extra settings.  You may  find one 
that will allow you to shut off the touchpad.  Sometimes you will  find a  
separate touchpad operating folder that will have settings.
 
My Toshiba allows for shutting off the touchpad and my HP had a switch  right 
on the touchpad.
 
If your OEM touchpad drivers are not installed or are corrupt you may not  
have full control.  First thing is to poke around in the mouse settings or  
look 
for touchpad settings and try to shut off the touchpad.  To go any  further 
we would need to know exactly what controls are on your PC.
