Well Alright Than …

I fixed the problem by getting another program … and it works fine. 

For anyone who can learn form my W2k experience though …

I did confirm I was in the administrator's group by going 
into "Control Panel" and than "Users and Passwords." 

The Way I Found "Permissions" … was by going into "Program Files" 
from "Window's Explorer", "Properties" and "Security" …and there they 
are.

I found the new program  …  Nero 7 Ultra, in the jewel case with CD 
tutorial, for $2 In a thrift store … really sweet timing.
