I used Norton for many years and had no real complaints, I always found it to 
be 
a good program but don't use it now.  Your problem is obviously in your Norton 
Firewall configuration.  Don't disable it permanently, better to have a look at 
the firewall settings to see if that site has been blocked for some reason

Well, that certainly was quick.  Right after posting my previous
message I went and turned off Norton (for only 30 minutes).  I then
put http://www.doctorwhoscarf.com in the IE address box and
VOILA!!!! I'm there.  So now that I've calmed down and thought about
it, it's no surprise to me that Norton was the problem.  I guess I'm
going to have to find a better program, which is a shame 'cause I
just renewed the dang subscription for another year.

I apologize for wasting everone's time, but I sure do appreciate the
help you all tried to give me.  I should really try to remember to
check Norton first if I have any problems.  Sure would save me a lot
of grief.  Now I have to go back and turn Norton back on.
