OS: Windows 9x

Boot into MS-DOS and choose CD-ROM support.
Extract a copy of IFSHLP.SYS into C:\Windows.

If copying the file and rebooting does not work, then initiate Windows
98 setup from the CD-ROM and reinstall Windows over itself.
