I understand the difference but my question is "when I create these disks, 
is that
one procedure or two?"

I would say that they are two different options, I personally would do #2. I 
suspect that the reason for the different options is that #1 probably 
creates fewer disks. I also assume that if the machine came with a DVD 
burner that the process will include a DVD, and maybe a boot CD.

I'm not certain what #1 will provide, maybe you know since you said that you 
understood the diff.
