This happens with inkjet printers, I have known occasions when I 
have exhausted entire cartridges with about 20 cleaning attempts and 
it still wasn't completely clear.  I eventually resolved it by 
buying a special cleaning cartridge and commencing the cleaning 
process with that cartridge installed.
