This happens with inkjet printers, I have known occasions when I
have exhausted entire cartridges with about 20 cleaning attempts and
it still wasn't completely clear. I eventually resolved it by
buying a special cleaning cartridge and commencing the cleaning
process with that cartridge installed.

Yes it is caused by blocked up printer heads, Epson printers are very prone
to this, you can use old cartridges to make your own cleaning cartridges if
you fill these with a weak solution of windowlene (UK), Windex (US).
But the best tip is to use your printer at least every week or so to help
prevent this happening.
Another is if your not going to use it for a long time is to place a
damp/wet sponge in an open plastic container and place this inside the printer
and
then seal the printer in an airtight plastic bag. I have not tried this
myself, but I have seen it recommened for school printers.
Just a thought if your printer is like Epson's, you flush it through with
copious quantities of expensive ink, and then you get a message that your
printer will not work because it needs a service. All this expensive ink has
filled the waste ink container, no wonder they sell printers cheap and make
the
money on the cartridges. I refill mine.
