Hi:
Further.......It sounds like you are using the Taskbar in the  "Unlocked"
Setting".  This allows the Taskbar to be dragged  to any margin  of the
PC or to resized it.
 
When unlocked, moving the pointer to any free area of the taskbar,  and
holding down the left button allows you to drag the bar to any  margin.
Once you have it in place you should lock it so that it will not move.  You
need to right click any blank space and  click "Lock the Taskbar" so  that
the check mark appears.
