So you are talking about the Windows task bar, not a tool bar. What happened
is that you had the mouse cursor on the task bar and holding down the left
button you dragged downward. That has happened to me. I just almost tried
it again to see how to bring it back, but I decided against it because I
don't know for certain how to bringing it back. I think that you might be
able to reverse the process and drag upward, but I'm not sure.
