It sounds like your tech is a keen fisherman and took your wind operated puter fishing, using it as bait, hooking it up for 10 minutes but unfortunately didn't get a bite :( No dinner tonight old boy!
On the basis that your comp tech wasn't a complete waste of money I assume he was on the right track and further "assume" you mean he said that you had around 30 unnecessary programs running in the background? Assuming (again) that your OS is XP, click on Start-> Run and type: msconfig Now click OK and when to SCU window opens click the Startup tab and you will see a list of all programs that run at startup. Make a note of the names in the Startup Item column then go to this site and type in each name in the search box and you will be told if the program is necessary at startup; http://www.pcreview.co.uk/startup/index.php?file=jsched&do=file make a note of all the results then go back to SCU Startup list again and uncheck all the programs listed that you have been told are not necessary. If you have any problems you can always re-check any item in the list. Once you have done this click Apply and OK and you will then be prompted to restart your puter, which you do. On restart you will receive a message advising you that you have made changes, just check "Do not show this message again" and OK.
