3 short beeps for your BIOS is code for RAM failure.  But there are lots 
of other things that could be the cause.  If the PC is over about 4 
years old it might be the CMOS battery has died.  Can you see anything 
on the screen at all?  If you can get as far as seeing something on the 
screen try pressing the key that will get you into BIOS setup. Once in 
setup choose to "reload default" settings.  Then "save the changes and 
exit" setup. This will temporarily bypass a dead CMOS battery (you'll 
have to do this every time until you replace it).

If you can't even get to a screen display, and all the PC does is beep, 
beep, beep - there's not much you can do but remove all the cards and 
devices except the vid card, RAM, CPU.  Then see if you can at least get 
a display on the screen.  Then add devices back one at a time to maybe 
find the device or card that is broken. 

I agree that re-seating the video card (if there is one) is a good thing 
to try too.
