As you say, you have dial up, but just because the phone line was 
unplugged from the computer because of recent storms, the modem is 
still connected to the computer I guess either internally or externally 
via a USB or serial port. So it could possible for the modem to be 
making a noise as it attempts to connect to the phone network. The acid 
test will be to remove the modem from equation altogether by 
disconnecting it if it is an external one or removing it altogether in 
the case a internal one and see if the noise stops.
