Task Manager can be accessed by pressing CTRL > ALT > DEL "once" in Windows 98. 
Sometimes you will have to Reboot then use the commands immediately.

I am using windows 98 (1st) and if I press C.A.D.3x the computer shuts down. 
If I press it once, nothing happens.
