its a built in card and im directly over the router about 13 14 feet id say and 
it still does it with ie could encritation cause this it says cant find 
certificate for you comp when i try to connect and when it does connect sig is 
about 24 to 46 mbps and im dirrectly over the router.now i can connect to any 
other unlocked net work i have no prob just his.

Is this built-in Wireless or are you using a Wireless Card? Meanwhile, position 
yourself under his Router and see if you can hold a connection. Try IE first.
