This is really hard to diagnose because it could be caused by a LOT of 
different things. 
First make sure all cables and cards are securely plugged in.
Do you see anything on the screen?  If you do, then perhaps your CMOS 
battery has died.  It's the little, round, silver, watch-type battery. 
Pop it out and take it to Walmart or Radio Shack and try a new one.
If you don't see anything on the screen (the boot process dies before 
POST begins), then the normal troubleshooting step would be to take out 
everything but the CPU, RAM, and Video card (if you have one).  This 
includes all other cards, unplugging HD and Optical drives, and Floppy 
drive, etc.  Unplug everything from the back of the PC except for the 
keyboard.  Try booting - you should at least be able to the point in 
POST where you can enter your BIOS setup.  If not, then either your 
motherboard, or CPU, or RAM is likely defective.
