Google maps gives you the ability to change directions.  After you get 
the directions, click on a road on the map, and drag the little dot to 
another nearby road. Google will re-calculate the directions instantly 
(like a GPS does).  So, you can drag the dot from an interstate to a 
secondary road to avoid hiways - or, if you click the "options" link you 
can choose "avoid hiways" or "avoid tolls".
